Dr. Constable has commentary notes on every book of the Bible. The notes are updated yearly with any new studies, etc. They are in PDF format and can be downloaded here.

Of course, there are numerous other tools available. I consider the above tools to be a mid-range blend of non-technical text discussions but solid Biblical hermeneutics in their resulting commentary.
